
North Korea launches a peaceful ballistic missile in an attempt to place a communication satellite into a terrestrial orbit around earth. It has been reported that the satellite failed to reach orbit, contrary to reports by the North Koreans. Things are happening. The center of mass of global economic power is being displaced east towards China, as many people have noticed. This sounds good for the people of China. However another important displacement to the east and the world is the increasing technological capabilities of smaller nations. These smaller nations are shifting from being consumers of technology to being producers of new technologies mainly because of their huge technology budgets.
Every nation has the right to develop and implement all kinds of technology. It is good for all small nations to budget and implement their technology towards peaceful and environmentally friendly purposes. However we must understand that with a great insight in implementing the technology comes great responsibility. This means that the choice about which technology is implemented should not primarily be determined by economic issues, but also by other aspects such as the environment. The reason is without the environment there can be no economy.
It is not fair that the technology budgets of other nations should be remotely regulated the by global community. But misused technology can be dangerous. I think the budget required for the development of nuclear weapons is outside the interest of most nations - with a few exceptions. Today nations are concernd about designing the budget needed to rescue their failing economic systems which are being mercilessly twisted by the pumpkin heads that head your local banks.
